Em 2022, Robbins (Ray Liotta), um oficial condenado por ter assassinado seu superior, vai para uma prisão de segurança máxima que tem uma ilha-presídio, idealizada por seu administrador, para onde são mandados os piores prisioneiros, que criaram uma primitiva e isolada sociedade onde prevalece a lei do mais forte. Robbins é mandado para lá após quase matar o administrador do presídio e lá se envolve em uma guerra entre dois grupos, que vivem em um clima de constante rivalidade.
